Job Summary  

The IT Technical Manager (Software Development) leads service delivery for multiple projects or complex environments, ensuring operational excellence and client satisfaction in IT, cybersecurity, infrastructure, and operational services for clients. This position oversees the design, development, and maintenance of software projects under the Director of Service Delivery, enforces delivery frameworks, manages escalations, and drives continuous improvement and innovation through trend analysis and automation. This position aligns service delivery with business objectives and ensures compliance with best practices such as ISO, NIST, FISMA, ITIL, and SAFe. This position mentors junior managers and proactively mitigates delivery and security risks.  

  

Supervisory Responsibilities  

  • This position leads multiple project teams and mentors junior managers.  

 

Essential Duties and Responsibilities (as assigned)  

Project Management/Client Liaison   

  • Serves as the senior point of contact for client stakeholders and executives.  
  • Governs service level agreements (SLA) and key performance indicator (KPI) frameworks.  
  • Leads trend analysis and service delivery improvement actions.  
  • Directs major incident management, change governance, and advanced service reporting.  
  • Ensures audit readiness and regulatory compliance.  
  • Prepares project management plans and oversees scope, objectives, and resources to ensure on-time and on-budget delivery.  

  

  

Project Team Supervision   

  • Manages transition, ramp-up, and ramp-down activities.  
  • Assigns tasks, monitors progress, provides technical and analytical guidance, and resolves blockers.  
  • Maintains project documentation and artifacts.  
  • Defines and enforces delivery frameworks and standards.  
  • Drives automation, innovation, and process improvements across teams.  
  • Manages resource planning and performance across complex engagements with cross-functional teams.  
  • Ensures documentation, evidence collection, and remediation plans are in place.  

  

Coordination/Collaboration   

  • Effectively and accurately communicates (written and verbal) and collaborates with client, partner and/or NexGen stakeholders regarding project status and any factors which may impact project deliverable quality or timeliness, including any security risks.  
  • Leads Agile teams and ceremonies at the program level (on and off camera) and meets all sprint/iteration commitments.  
  • Compiles weekly and monthly status reports internally and externally to appropriate stakeholders.  
  • Ensures deliverables meet quality, timeliness, budget, and security requirements.  
  • Support troubleshooting and compliance with privacy and security policies.  
  • Exhibits advanced knowledge of IT service management tools and methodologies, including NexGen, client, and/or partners’ privacy and security policies, optimizing processes to improve efficiency, organizational capabilities, and service quality.  
  • Leads strategic initiatives to align service delivery with business objectives.  
  • Mentors junior associates by providing technical and management expertise.  

  

Required Skills and Abilities  

Experience  

  • Ten+ years in a complex project/program leadership role, overseeing multiple workstreams or large-scale initiatives, driving governance, risk management, and mentoring junior managers.  

  

Technical Aptitude  

  • Demonstrates mastery of Agile service delivery lifecycle (SDLC) and ITIL practices, risk registers, and stakeholder management.  
  • Demonstrates advanced O365 proficiency.  
  • Provides executive level status, risks, and mitigation plans.  
  • Leads design thinking session for complex solutions and integrates feedback into delivery roadmaps.  
  • Delivers executive-ready presentations and manages escalations.  
  • Leads automation and maturity initiatives and creates a culture of innovation.  
  • Possesses a strong understanding of FAR, DFARS, and performance-based contracting (PBC).  
  • Advances cloud, security, and network operations and multi-team/program-level governance of IT Service Management (ITSM) tools.  

 

Desired Skills  

  • Knowledge of relevant federal IT processes and compliance frameworks preferred.  
  • Hands-on experience with IT Service Management (ITSM) tools preferred.  

 

Education and Certifications  

  • Bachelor’s degree in information technology, business administration, management information systems, computer science, engineering, or a related discipline--or equivalent experience.  
  • Master’s degrees in business administration, information technology, project management, cybersecurity or data science, or a related discipline--or equivalent experience is preferred.  
  • Certifications include SAFe, PMP, CISSP, Microsoft, and/or others as applicable.

  • The successful candidate will also be able to pass background screening prior to employment.  
  • US Citizenship, legal permanent residence, or US work authorization with minimum 3 years of US presence is required due to federal contract requirements.

Compensation: $110,000-125,000/year  

(The successful candidate's starting pay will fall within the salary range provided and is determined based on job-related factors, including, but not limited to, experience, qualifications, knowledge, skills, geographic work location, and market conditions)
