Job Summary

NexGen Technologies, Inc. is seeking a Business Development Manager/Capture Manager to help grow our federal business through customer engagement, opportunity development, capture execution, and market intelligence. This role is designed for a resourceful, adaptable professional who can build relationships, learn technical offerings quickly, and operate effectively when acquisition priorities, timelines, and modernization strategies are changing.

The successful candidate will work closely with the Chief Growth Officer, capture and proposal teams, program and delivery leaders, technical subject-matter experts, contracts, pricing, and strategic partners. The role will progressively take independent ownership of customer outreach and small to mid-sized pursuits. Direct federal capture tenure is valuable, but demonstrated customer-facing ability, learning agility, judgment, communication, and growth potential are more important than a prescribed number of years in a traditional capture position.

Essential Duties and Responsibilities (as assigned)

Customer & Account Development 

·      Develop and maintain relationships with federal customers, industry partners, technology partners, and other stakeholders across target accounts. 

·      Conduct customer outreach, discovery conversations, capability discussions, and follow-up activities; progressively represent NexGen independently in routine customer engagements. 

·      Identify emerging mission needs and customer priorities before or outside formal procurements, and translate those insights into actionable growth opportunities. 

·      Partner with technical and delivery leaders to connect NexGen capabilities to customer mission outcomes and determine when deeper SME involvement is needed.

 

Opportunity Development & Capture 

·      Identify, qualify, shape, and advance federal opportunities aligned with NexGen's capabilities, past performance, contract access, and growth priorities. 

·      Develop practical capture strategies using customer intelligence, competitive analysis, acquisition context, partner strategy, win themes, and clearly defined next actions. 

·      Support and increasingly lead customer call planning, stakeholder mapping, teaming discussions, gate reviews, and pursuit strategy for assigned opportunities.

·      Transition qualified opportunities to proposal with clear customer context, positioning, solution inputs, partner information, risks, discriminators, and source material. 


Market Intelligence & AI-Enabled Growth Operations 

·      Use SAM.gov, agency forecasts, GSA eBuy and other contract vehicles, market intelligence tools, partner intelligence, public spending data, and customer-facing sources to develop a current view of the market. 

·      Maintain accurate, decision-useful pipeline information and distinguish between published procurement signals and validated customer intelligence. 

·      Use approved AI, CRM, and collaboration tools to accelerate research, summarization, meeting preparation, content development, pipeline hygiene, and capture documentation while applying sound judgment and appropriate data handling. 


Collaboration & Proposal Readiness 

·      Coordinate effectively with proposal, delivery, technical, pricing, contracts, and partner teams without over-relying on SMEs for routine business development communication. 

·      Translate customer and market intelligence into concise opportunity briefs, meeting follow-ups, capability messaging, white papers, presentations, and proposal inputs. 

·      Support post-submission activities, debrief analysis, lessons learned, and recompete planning for assigned pursuits. 

 

Technical Skills

·      Demonstrated customer-facing communication skills and the confidence to engage professionally with government, industry, and internal stakeholders. 

·      Learning agility and technical curiosity, including the ability to quickly understand new technologies, mission areas, and NexGen service offerings well enough to communicate their business value. 

·      Strong judgment, initiative, and resourcefulness; able to work through incomplete information, changing priorities, and ambiguous acquisition conditions. 

·      Working knowledge of the federal contracting lifecycle, or relevant experience in federal contracting, technology consulting, account management, business development, capture, program delivery, or a closely related environment. 

·      Ability to research and synthesize agency priorities, acquisition history, competitors, partners, contract vehicles, and customer needs into actionable recommendations. 

·      Ability to manage multiple opportunities, deadlines, stakeholders, and follow-up actions while maintaining reliable pipeline discipline. 

·      Proficiency with Microsoft 365 collaboration tools and willingness to use approved generative AI and market intelligence tools responsibly. 

 

Desired Skills

·      Experience supporting a small or mid-sized federal contractor. 

·      Exposure to federal IT services such as software development, cloud, data and analytics, geospatial, AI, cybersecurity, digital modernization, or application operations and maintenance. 

·      Experience with GWACs, IDIQs, BPAs, GSA MAS, task-order competitions, and other federal acquisition vehicles. 

·      Familiarity with structured capture methodologies such as Shipley or equivalent practices. 


Additional Requirements

·      Strong written and verbal communication skills, with the ability to turn complex information into concise, audience-appropriate messaging. 

·      Strong organizational skills and ability to manage multiple tasks, deadlines, stakeholders, and changing procurement timelines.

·      Ability to handle proprietary, procurement-sensitive, and confidential information appropriately. 

·      Must be able to pass background screening prior to employment.

·      U.S. Citizenship, lawful permanent residency, or U.S. work authorization with a minimum of three years of U.S. presence, as required for federal contracts.


Education

·      Bachelor’s degree in business, communications, public administration, information technology, marketing, or a related field; equivalent relevant experience may be considered.


Compensation: $100,000-135,000 per year
